How are some books completely free on Google Books?

I recently came across some books that are uploaded on Google Books without requiring a free trial or any payment. I'm not talking about books on Google Play where you have to buy them, but for books uploaded on play.google.com where you don't even have to download them. They're just there. Is it safe to read free books from there? Is this even legal or is this piracy? I'm confused since free books sites are piracy and are known to be full of malware/viruses but this is Google Books. In this case how is the author even getting paid for it and how doesn't Google Books have copyright issues? I know Gutenberg has no issue with copyright because the authors have long passed away, but this wasn't the case with those books (they weren't that old) via /r/ebooks https://ift.tt/ypHxDWd
