Japanese ebooks and using dictionary

I've been searching for a particular Japanese ebook that will allow the use of a dictionary. I went to the Amazon Kindle store, but the book is only available in the .jp and I'd have to open a separate account, have a Japanese address, etc. I went to Google play, and the book is not available in my country. I tried using a VPN with a Japanese IP, but that didn't help. My Rakuten kobo app won't bring in Japanese books. It doesn't seem to be connected to the .jp Rakuten.I found it on BookWalker, where I was able to see a preview - it was on a browser, poor quality , and the text was not selectable for a dictionary. But at least it would allow me to purchase ( I think, I haven't outright attempted to click the button). Usually I can open a book on a reader app and use a digital dictionary. This works great in the Kindle app. My favorite is using Prestigio on half of my phone /tablet for the Japanese version and Readera on the other half for the English version. The particular book I'm searching for is 百億の昼と千億の夜 (Ten Billion Days and One Hundred Billion Nights)by Ryū MitsuseBut beyond the particular book I'm searching for, where are people finding Japanese books if you are in the US? ( US Amazon has a very limited selection) Are you able to use a dictionary with the BookWalker books? Is it only browser based? Or can you open with any reader?
